- The 26.4 rate indicates the maximum transfer rate that can be supported
- with the connection at initialization. The 28 BPS rate is the rate your
- ISP is supplying data to you. The slow speed could be an overloaded ISP
- or it could be due to overloading at any point between your ISP and the
- download site.

- Remember, you share connections with everyone else who is connected
- to a site - and you also share machines at every via point between
- your ISP and that site. The resulting throughput will be determined
- by the slowest link in that chain.
